Planning Site Work Around the Ontario Construction Calendar
More than any other construction category, site work is governed by the calendar. Ontario’s climate defines what can be built, when, and to what standard — and commercial property owners who plan around that reality get better results than those who react to it.

Late winter (January – February) — Plan and permit.
This is when property managers who want spring mobilization should be engaging their contractor. Site assessments are completed, scopes are defined, permits are submitted, and material procurement begins. The spring construction window doesn't start with mobilization — it starts with the planning that makes mobilization possible.

Spring (March – May) — Restore and repair.
The optimal window for concrete repair, waterproofing, caulking, masonry restoration, exterior painting, and sidewalk work. Ambient temperatures are above 10°C for the majority of this period — adequate for concrete curing and sealant application. The work that addresses winter damage is best executed now, before summer heat creates challenges for some materials and before another season's worth of deferred maintenance adds to the scope.

Early summer (May – June) — New construction and infrastructure.
The window for new paving, underground utility installation, EV charging infrastructure, and major site construction programs. Hot mix asphalt requires sustained temperatures above 10°C for proper compaction — early summer installation delivers the best long-term performance. Trenching and underground work are most efficiently executed in dry ground conditions before summer heat peaks.

Summer (June – August) — Capital programs.
The primary season for large-scale site construction, building envelope programs, and capital improvement work that benefits from the longest daylight hours and most stable weather conditions. Property managers who planned in winter and mobilized in spring are now executing their capital programs. Those who didn't are booking for fall or next year.

Fall (September – October) — Close out.
Final grading, sealcoating, drainage connections, and any exterior work that needs to be in place before ground frost. A well-managed annual exterior program concludes in fall, leaving the property in better condition than it was in at the start of spring.

We walk the property and document existing conditions — pavement condition, drainage performance, utility infrastructure, grading, and any visible deficiencies or deferred maintenance. For new construction sites, we review available geotechnical and civil drawings and identify site constraints before mobilization. Scope Definition & Seasonal Planning

Inspection, Restoration & Close-Out

What permits are typically required for commercial site work in the GTA?
It depends on the scope and the municipality. Road cut permits are required for any work within the municipal road allowance. Building permits may be required for new drainage systems, utility connections, and significant grading changes. Underground electrical work requires ESA coordination. Can you repair an existing parking lot rather than replace it entirely?
